Today’s topic: the Treaty of Tokio.
All Kushans owe their pleasant existence to the Treaty of Tokio. It is this document that gave us permission to live here on planet Kusha, unmolested by the SID. It was this treaty that allowed Dorian Thain to take charge over sixty years ago during the Fordian incident. If the SID had been allowed to manage that moment in history, things would have not gone nearly as well for humanity. I say that with some confidence. I was there and I know what the SID people there wanted to do and it would not have worked out.
The treaty was negotiated when Dorian returned from Old Earth just after Harvest Day. We did not yet know the complete damage done by Keller’s blast but it was already assumed that Harappa was on its way to becoming uninhabitable.
Dorian was one of several people involved in the discussions. I wasn’t present at all of the meetings but I heard from those who were, that Dorian really stepped up. That was his moment. That was what set him up as the leader of the Harappan People. Dorian is not the leader of Kusha because he was strong, or the brother of Paladin Thain, but because he stood up for us when no one else was brave enough to do so. For Dorian’s part he just claims that he was too naive to understand that he was no match for the SID professional negotiators. He just did what was the right thing to do.
The Librarians, according to reliable sources, were not willing to push for sole possession of Kusha. Their idea was to secure a place on Earth where Harappans should settle. The SID would never have let them (us) live there with our own governmental system. We would have been under the SID and many Harappans (me for one) would not have stood for that.
Geoffrey Swain who has become one of Dorian’s most trusted advisors was indeed at these meetings and he has told me on several occasions that Dorian put his foot down and demanded that Earth give up something of value for wrecking our homeworld. When he first did so the SID people acted surprised that they should give up something since they placed the blame on Paladin Thain, calling him a “terrorist”.
Rodin Cooper and Imella Wang the top Librarians at the meetings saw something in Dorian. I am told that they eventually went to the other Librarians and advised them to step back and let the young Dorian take the lead. I understand that they were prepared to step in if they thought Dorian was leaving the path but that did not have to happen.
